You might want to try GeoServer 2.12 (Either 2.12-RC1 or wait a few days for 2.12.0) The way GeoServer applies security to GWC has changed significantly in this release. I can't promise that will fix your problem but it's worth looking at. Even if it's last minute, more testing of the RC before release is always welcome.
