Kevin,
I do not think that GeoServer supports this level of granularity for
arbitrary layers. Services can be enabled for only selected workspaces
in each workspace configuration. Furthermore, security configuration
allows control over access to services and even operations, but not by
layer (according to the docs):
http://docs.geoserver.org/latest/en/user/security/service.html#security-service
"Note: Service-level security and Layer security cannot be combined. For
example, it is not possible to specify access to a specific OWS service
only for one specific layer."
There might be a devious workaround, but I am not aware of it.
