Yes, it is 6343 is overridden, as I can see the TOWGS84 parameters in the SRS 
List in the GS gui.  Also, I have changed the parameters and I can see the WMS 
response image move relative to the control points.



The native projection for my geoserver layer is EPSG:6343. It seems my problem 
may be either getting the parameters right, or as you suggest using a more 
elaborate transformation.

I tried overriding 6343 (adding the above parameters to TOWGS84) as described 
in the docs. Using a custom CRS in user_projections/epsg.properties reduced the 
shift amount, but is still off by ~1m.

Did you actually override it? That requires setting up something in 
epsg_override.properties, and if you are down to 1m and
need better, you might need grid shift files. See documentation here:

Finally, since we are speaking about very small offsets (in geographical 
terms), it might also be related to the image processing itself..
what's the native resolution of your data?
