Chris, I think the difficulty of achieving what you want depends on your specific requirements. If the ideal functionality is just for a web-application, it should be easy enough to just mis-report the bounding box to Geoserver for the layer in question, which would have the effect of getting you the kind of "title-safe zone" I believe you're talking about. If you still wanted the grid-lines to extend to the very edge of the frame, you could have a version styled to lack any labels that would allow you to fill in the edges around the central area.
