Chris, I think the difficulty of achieving what you want depends on your 
specific requirements.

If the ideal functionality is just for a web-application, it should be easy 
enough to just mis-report the bounding box to Geoserver for the layer in 
question, which would have the effect of getting you the kind of "title-safe 
zone" I believe you're talking about. If you still wanted the grid-lines to 
extend to the very edge of the frame, you could have a version styled to lack 
any labels that would allow you to fill in the edges around the central area.

If it needs to work universally for desktop GIS software or 3rd-party 
web-applications, your best bet might be to implement a WPS that yields the 
results you want, and then potentially wrap it up and present it as if it's 
WMS, again depending on how the layer is being used.
