Ciao Jason, the only reason I can think of ( I'd need to check the code) is that the new data falls outside the existing BBOX which might be cached in GeoServer (not sure I'd need to check).
If that is the case you can recompute the bbox and do a put via rest interface to update. If that is not the case, can you clarify a bi tmore what you mean by "does not automatically show up in WMS requests"?
