Hi Eduardo, I'm not familiar with the LDAP auth provider, but, in general, you can create configuration files by hand, provided you make sure the value in the <id> tag is unique and the file contents are correct. Also, in some cases configuration files reference each other by <id> (e.g. datastore.xml references workspace.xml), so I would do a grep in the GeoServer data dir to make sure your LDAP configuration's id is not used elsewhere.
About the REST API, I don't see any endpoint to manipulate that. Hope this helps.
