An official list of compatible browser does not exist, but in the past I
experienced your same symptoms (buttons, links not doing anything) and it was a
matter of browser / wicket incompatibilities. Wicket is the library used to
develop the GeoServer UI. These type of issues have been resolved by newer
GeoServer versions when reported. Which version of GeoServer are you using and
which browser is giving you problems?
