GeoServer delegates TMS handling fully to GWC, I guess you have to report
the issue
at the geowebcache project.

Looking at the GWC TMS module history I don't see anything relevant (
https://github.com/GeoWebCache/geowebcache/commits/master/geowebcache/tms),
so maybe this is an unintended effect of some other change
