GeoServer does not limit the view to the declared bbox, but the clients often
do (I know uDig did for example).
The GeoServer preview for example is build around the declared bbox, but it lets
you zoom out a bit too and it will return all data in such larger bounds.
Of course, if the feature is way out you won't get to see it, but you can just
alter the &bbox=... param in the preview link (which is really just a GetMap
request with OpenLayers as the output format)
