Internally GeoServer maintains a separate list of namespaces that are
distinct from workspaces, and the namespaces are the ones that need the
URIs. The web admin ensures that there is a 1:1 relationship between
namespaces and workspaces, but the REST API may behave differently. Try
exploring the /rest/namespaces/ hierarchy.
