That's relative to your priorities.
If you want to use an official standard, don't mind the extra verbosity of
XML,
want tools to get you started with the style (try uDig) and want to use
officially
supported functionality then you stick with SLD.
If you prefer a (much!) shorter way to express styles, don't mind that
every product
doing geo-css does it in a different way (so the blessed day when css
becomes
a standard, it might be slightly different than what we have), and don't
mind
that the CSS support is a community module available only in
nightly builds then CSS is likely a better fit for you.
