Hi Juan,
Getting a GeoServer site on the web is a bit more complicated than just
publishing the HTML file, because GeoServer is custom software that must be
run on the server (I mean, the answer to your question about running a
computer 24/7 is YES.) Your university's IT staff may be able to help you
out with that, but then again they may have policies in place that prevent
running GeoServer for just one student's use.
If your data is small however, you may be able to use GeoServer to convert
it to a textual format like GML or GeoJSON and consume it through
OpenLayers or another JavaScript mapping library. Since OpenLayers runs
entirely in the user's browser, it can run without any special server
software.
Even simpler, you could style your data in GeoServer and then generate
pre-rendered maps (PNG, KML, SVG, and PDF would all be reasonable choices
depending on your needs) and simply publish those files as you would an
HTML page. A very simple way to do this is to use GeoServer's Layer
Preview and then use your browser's Save Image option to export maps from
that viewer.
