Hi Jim,
do you have any chance to share with us the full stack trace?
It would be useful to better understand the origin of this error.
Moreover, using that Tomcat version, I would take a look at the tip provided
at [1]. (Not sure if this is your case but it could be that the plugins are
deregistered and therefore geoserver is unable to find a proper
reader/stream)
