This happens a lot.   When it does, you should instead use the Tomcat web form 
to upload the WAR file, instead of transferring it yourself via ftp/sftp.  Go 
to the Tomcat Manager page and scroll down to the bottom of the page to the 
'WAR file to deploy' row, and choose the WAR file from there and upload it 
accordingly.  Depending on your network connection speed, it may take sometime 
to upload, so be patient.
