That sounds odd, but I'm not sure why this would be happening. Could we see
a picture of the issue?

Normally if you want to enforce a certain stacking order so that, for
example, first all outlines are drawng, and then
all fills are drawn, you have to put your drawing rules in two separte
FeatureTypeStyle elements
