Yes, geometry_columns table is readable for user connecting to the db.  This 
turned out to be a mismatch between the view name and entry in geometry_columns 
table.  This issue made me discover that  f_table_name column in 
geometry_columns table is case-sensitive.

That sounds odd. Is the geometry_columns table readable for the user
that connects to the db?
Maybe it's a schema issue?
