in ~/.fluxbox/fbpager set:
fbpager.icons: true
fbpager.changeWorkspaceButton: 1

and in the case of bbpager (which doesn't support icons),
in ~/.bbtools/bbpager.bb and ~/.bbtools/bbpager.nobb set:
bbpager.desktopChangeButton:    1
bbpager.windowMoveButton:      3
