wu-ftpd has very strong "virtual" configuration option:
virtual <address> <root|banner|logfile> <path>
virtual <address> <hostname|email> <string>
virtual <address> allow <username> [<username> ...]
virtual <address> deny <username> [<username> ...]
virtual <address> passwd <file>  (Use  a  different passwd file for the virtual 
domain)
virtual <address> shadow <file>  (Use  a  different passwd file for the virtual 
domain)

But I have not tested it personally...
