Yes.

Hrm, in that case applications are supposed to fall back to the "C" locale, 
IIRC.  However, it's possible that mplayer is trying to guess your 
language and getting it wrong.

Try doing:
LANG=en_US; export LANG
before your mplayer command and see if that helps.
