Well, before the "incident", http://packages.gentoo.org/ was online. Now we have to wait. In the meantime, emerge gentoolkit and emerge eix .Eix is a great tool. As for Portage (X-based) GUIs, I don't use them, but AFAIK the most mature of them is Kuroo.
