Hi, I just started to play with the same thing, what you need.
I use fltk as gui, datareel for accessing serial port and codeblocks as the c++ IDE (it supports fltk). fltk and codeblocks are in the portage tree, datareel can be download from http://www.datareel.com fltk and datareel support multiplatform (at least windows/linux), in codeblocks I am not sure, probably only in linux.
