So it is set in your env. To something different than in your make.conf. While this still doesn't explain how it got set to O3 it does seem to suggest that somehow you're polluting your env... I suggest you figure out where it gets set or make sure that it doesn't anymore. You've pasted an emerge --info where it was set to O3 which matches the error message in config.log. So once you've figured out to have emerge --info report something sensible you should be able to emerge it... -- Bo Andresen
