Well, I would not propose registrar(s) because it may sound as an advertisement. I've never heard about a free registrar. AFAIK all of them are commercial. However if we talk about a free service provider I hope it won't be a problem, so I would propose you to try the DNS service provided by http://www.everydns.net/ . It is free and if you don't like it you could just replace it with another one which would serve you better. If you also need reverse resolving then you have to ask your ISP to put your domain name in their DNS. HTH P.S.
