There is a typo in /etc/conf.d/rc, the variable should be called RC_DMESG_LEVEL (the comment in the file is correct). Now for the rest of your comments, I wouldn't say that two small problems, of which one is actually an error and the other is a feature easily noticed during an etc-update make this the worst baselayout version of all times.
