Did you set RC_DEVICE_TARBALL to "no" in /etc/conf.d/rc? If not, Gentoo will 
store a tarfile of devices at shutdown and restore them at startup.

1) Set RC_DEVICE_TARBALL to "no".
2) rm /lib/udev-state/devices.tar.bz2
3) boot from a live CD, mount your root fs and remove everything 
from /yourroot/dev except console, null and initctl
