I ran into that a good while back. What I had was a blank inittab file
in /etc. This is what should be in there:

I was lucky, I make a back-up of my /etc directory every once in a
while. I just copied it back over. I had to boot from the CD and mount
the root partition to do that though.

the inittab file is ok, really odd, I could not go back to the point where the system was working, even I re-emerge the baselayout again. no idea about this problem, though I've even checked all the stuff under init.d and conf.d.. so... I really appreciate if there's any clue offered.
