Before trying this it may be worth adding auto to your fstab:

/dev/sda                /mnt/usb        auto,vfat
noauto,user,noatime     0 0

Since you can mount it r/w as root I readily assume that you have
compiled VFAT in your kernel . . .

Otherwise I can't think of anything else.
