Do you mean like this: ç? I use a danish keyboard layout and have no idea how to produce that character. This one was created in OOo by Insert Special Character (and copy'n'paste). I did try naming a file with that character and putting it in its contents and found no issues. But I don't know if that was what you meant. Anyway I'm not saying that there are no issues.
