So be it, let's suppose there is something wrong with your udev config. 
Please:

1. start udevmonitor as root
2. plug the disk in
3. post all reported events here

With that, we can distinguish between some kernel driver issue and wrong udev 
config issue.

An example of mine (plug and unplug):

udevmonitor prints the received event from the kernel [UEVENT]
and the event which udev sends out after rule processing [UDEV]
