The plus sign means that it will be compiled with support for that flag. If you need it, edit make.conf file and put it in the USE= line. The snmp is this: "snmp - Adds support for the Simple Network Management Protocol if available." If you changed some flags recently, you may want to do a emerge -Nvp world to see what else has changed.
