Hi,
You need three things (my experience) - a patch for portage-2.1_preX/4;
emerge "confcache" from portage and put FEATURES="...confcache..."
in /etc/make.conf. This works for me.
The patch is:confcache-final (IIRC) search mailing-list archives for it.
