Yes, KAudioCreator. The play list option was (V. 1.12 ) in Settings > Configure KAudioCreator > Encoder and it used to be between the encoded file location and encoder priority. I've since placed a bug report at bugs.kde.org to see if anyone else has this problem or if it is just me and Gentoo.
