New versions of portage use some tests to make sure all is right before merging the app. It's called the "strict" feature of portage. This is very good for those with network and the possibility to do a --sync once in a while, but I found it problematic in networkless installs (some of my protected servers), so I added FEATURES="-strict" to make.conf, its not a good policy, but it works (again, this installs are pretty solid and will not be updated in a while, so, its not recommended for desktop installs).
