Well I rebooted and it is running:
9480 ?        SLs    0:00 /usr/sbin/ntpd -p /var/run/ntpd.pid -u ntp:ntp

It corrected the minutes but it's off by exactly one hour. It needs to be
EST (eastern standard time) NY  (Tampa Florida).

so what file do I edit to correct utc to est ?
