qpkg does exist, but it has been deprecated, so it is not installed into your path any more. You can move it to /usr/local/bin from its current location of /usr/share/doc/gentoolkit-<version>/deprecated/qpkg/qpkg -- Neil Bothwick Engineers do it with less resistance.
