You don't need to. Just use -N (--newuse) after changing USE flags, i.e. 
"emerge -DNuvp world" will show you which packages would be recompiled, 
along with their USE flags. If a USE flag change affected some of the 
packages you would see an asterisk ("*") next to the flag.
