My bad. I misread the bug report. The OP was not emerging 'sys- kernel/gentoo-sources', but 'sys-kernel/gentoo-kernel' which should emerge and install. The bug report includes a .config file, which has set: CONFIG_NET_NS=y CONFIG_NAMESPACES=y CONFIG_PID_NS=y CONFIG_NET_NS=y among others.
