They were probably trying to minimalize the install footprint for KDE, as I once did. I too expected plasma-meta to be the "kitchen sink" meta package for all of the KDE applications, but it is not. It installs a few things I don't use, but I didn't have to bother with the cherry-picking step. Less friction; I have more disk space and compile time than I have patience.
