That's basically fetchmail. Although I gather that's now abandonware-ish. There is a successor iirc, but I stopped using it because it broke...

If you can then get that into Dovecot ...

My current setup is I have dovecot set up, then whenever I connect (with thunderbird) I have bulk rules that just move everything across from the internet into dovecot.
