It has something to do with a file that it gets when it syncs I think. I have not seen a update to portage, the program itself, since it started slowing down. If you sync up it should correct itself. I may be wrong in that though. I'm just a lowly user here. You can use that du -s command I listed earlier, it helps a lot. Since you are a ways off, you may want to try a US rsync and see if that helps. I don't know how long it takes to filter it around the world.
