It is not only about non-deletion. It is also about updating. Suppose that you have installed openrc and systemd, and only one of it is in @world (or depends on something from @world). Then emerge -NaDu @world won't update the other init-system - it becomes stale and might even have security bugs which are not fixed. That's why detecting that depclean would remove it is actually a good thing: It shows that something is not configured as you intended.
