Actually, for video editing, I would at least look at buying a cheaper PC, and a couple of high-end graphics cards. Make sure that the software you choose (including linux) can off-load video operations to the graphics cards, they will provide much better "bang for your buck" than ram and cpu, in that arena at least ...
