To my knowledge, 'flameshot' operates exclusively on images it takes as screenshots, and allows you to edit/annotate them before saving to disk. It's a shame, as it is otherwise capable of doing everything you request. I'd also be interested if anyone knows of a general image-manipulator which implements a similar minimalistic user-interface. If you're interested in using it nonetheless, [1] is an example of an annotated image using the built-in tools (rectangles, arrows, text, etc.).
