This is telling you that monitorix requires rrdtool to be installed
with those USE flags, this will be specified in the monitorix ebuild.

Portage has only put those settings in a temporary file, it is up to you
to check and commit them using etc-update or equivalent.

It looks like you already have rrdtool installed, just not in the
configuration needed by monitorix-3.9.0. If you zap or skip it, portage
will refuse to install monitorix-3.9.0 because its dependencies are not
met.

Did you check the output from emerge? It normally exits after an
autounmask request to allow you to action it.
