Probably not, especially if your kernel is built with CONFIG_DEVTMPFS_MOUNT=y. I think the package was intended for building initrds or embedded systems. A solution, as you have already found, is to delete the directory in /var/db/pkg/catgory. Wraeth is correct in that this comes from a failed emerge, I've had it happen once or twice and it comes up on this list from time to time.
