Nope. Wrong. I just changed my resolv.conf back to the IP address of the router that ATT forced me to "upgrade" to and the delay is *gone*. The delay I was seeing was apparently caused by something very local to me, and suddenly vanished after two days. The interwebz is a scary place :(
