If I recall, you are using CUPS, and if so, this document[1] explains how to set margins from the command line. It seems to be document-specific, and not global, though.
I remember doing the required math for this a couple of years ago, and ended up just going with something like a2ps and being done with it. [1] http://www.cups.org/documentation.php/options.html
