Apparently it's (partially) due to CONFIG_GENTOO_LINUX_PORTAGE (not
CONFIG_GENTOO_LINUX_INIT_SCRIPT as I originally thought):

    Selects: CGROUPS [=y] && NAMESPACES [=y] && IPC_NS [=y] && NET_NS [=y]
