should - not must have to survive. And nothing in /var/tmp/portage is important enough. So just let it get lost.
I would not put PORTAGE_TMPDIR to /tmp because if it accidentally fills up, you have a big problem. While a seperate tmpfs /var/tmp/portage... well nobody cares if it is full.
