Can you give the output of "emerge --info"? I notice that you also have the line... source /var/lib/layman/make.conf ...in your make.conf. It may be over-riding stuff in your regular make.conf. "emerge --info" will tell us what you have in total. But a listing of /var/lib/layman/make.conf might still help us. Another potential issue... in my make.conf I have...
